C4 is one of many organizations that belong to the Wingman Professional Services confederacy. Each company within the confederacy brings a value in variable professional services and expertise but also variables in the Federal Contract Vehicles that are allowed. These contract vehicles include:

By association with diversified companies with multiple means to do business with the government, the exposure given for C4EI becomes 3 to 4 times what would be achieved independently. The end results are increased opportunity and revenue.

We share key resources with other members of the confederacy and use other members resources also. We find we are able to conserve costs and move quickly to provide services to the government.

C4 recognizes the importance of knowing how to compete and win contracts in the Federal Marketplace. The Shoshone and Goshute Tribes are developing this capability by utilizing the proven Management and Procurement services of Wingmann Professional Services Company LLC. (WPS)

WPS is contracted to provide key management of the growth and operations of the company for a prescribed amount of time while teaching, grooming and eventually turning over all functions and roles within the organization to the Tribes and Board of Directors. The transition plan allows for seamless transitions of key personnel and a consistent message given to our clients.

By providing this service, it is expected to save 3 to 5 years of frustration from failure and the lack of profitable contracts will be avoided.

Under the direction of the Board of Directors the Management company executes, counsels and optimizes the operation.

Investment in People

It is very easy to follow the rest of the crowd and perform on federal contracts in the most financially advantageous way. This methodology in essence means the creation of a paper company without any real capabilities. The Federal Model is conducive to competing hard to win a contract and then giving the contract to another entity to perform the work at less cost. Laws have been created to halt this practice but there are those who look for exceptions and any way possible to manipulate the system.

C4 stands out from this mentality and chooses to invest in people. We invest in people by growing the internal capabilities and training our own to perform work for the government. When we lack the numbers to execute within a specific field we invest the time, money and resources to become proficient if not experts in that field. Our people are thereby given the chance to learn, become trained and therefore more educated, valuable and earning more of an income.

The traditional government contractor would have nothing to do with this mentality. They simply hire another company to do their work for them at the lowest price possible. The commercial market would never allow the markup in price and the business would never be considered viable. It would be called a broker or middle man.

The outsourcing of work from the tribal membership isn’t acceptable.

It may take C4 more time, more money, and more resources to execute internally rather than subcontracting out but we will invest what is necessary in people and resources to produce a true value to our client. When C4 is contracted to perform, C4 directly performs the work. The end result is less cost to the government and a growth in capabilities to an ambitious organization that truly appreciates the opportunity.

The governments money goes towards people and betterment of their future rather than the corporate expense accounts and luxurious living that is offensive to so many witnessing how government contractors take advantage of the system.

Providing economic opportunity is much more complex than providing a high-paying job and the training for such work. Those are given results of C4 being a viable company. Making a difference towards the future involves much more. Within the company by-laws, significant profits are to be invested back into development programs to assist other Tribal Members start, own and manage a small business regardless of whether or not they perform on Federal Contracts. By investing in capabilities our ability to affect real change in enhanced.

C4 employees a dedicated Economic Development Chairman that oversees and makes decisions on which opportunities and businesses to support. C4 provides mentoring, professional experience, capital and direct help in the growth of these small businesses.

About Us

Headquartered in Salt Lake City, Utah, C4EI was founded in 2006 by a group of Federally Experienced Engineers and Contractors. In 2007, the Goshute and Shoshone Tribes acquired ownership and control of the organization. Not all tribes have vast resources for revenue and because of their remote locations have fewer opportunities for local economic development. The goal was to acquire a basic capability and to build the organization that could provide strong training and industry certifications to tribal members. In addition, this capability is to execute for the US government remotely or on a temporary duty assignment basis while allowing the revenue and economic growth locally to be infused from these government contracts.

We look forward to working closely with US Federal and Commercial Entities to create and sustain quality solutions. As a byproduct, C4 will evolve with the growth to better suit the economic needs of the Native People today and for tomorrow. To do this real capabilities are being developed rather than simply diverting funds to the economy using the “body shop” mentality so abusively used by most Federal Contractors. We expect and insist our people to grow in knowledge and capacity.

C4 stands for Command, Control, Communications, and Computers. The management team is laden with Military experience and can uniquely identify with the government as to the solutions that can bring the most value to the Federal operation.
